How remortgaging a rental property works in Wales: the property tax, the tenancy rules and the local points a broker will want to know.

The mortgage market

The UK buy-to-let market lends across Wales on the same terms as England. Rural and coastal areas can have lower rents relative to values, which limits the loan under the rental cover test.

Tax on purchases

Land Transaction Tax at the higher residential rates for additional properties: 5% to £180,000, 8.5% to £250,000, 10% to £400,000, 12.5% to £750,000, then 15% and 17%. On £200,000: £10,700. A remortgage carries no LTT.

Tenancies

Since the Renting Homes (Wales) Act 2016 came into force in December 2022, tenants are "contract-holders" on standard occupation contracts, with a six-month notice period for no-fault possession and written statements required. Landlords and agents must be registered and licensed with Rent Smart Wales. Lenders expect the occupation contract paperwork.

Local points

Councils can charge council tax premiums of up to 300% on second homes and long-term empty properties, and the threshold for holiday lets to qualify for business rates is 182 days let. Fitness for human habitation standards, EICR, smoke and CO alarms and deposit protection apply. EPC minimum E, with proposals for higher standards.

Is the LTT surcharge payable on a remortgage?

No. Higher-rate LTT applies to purchases and transfers into a company, not to refinancing.

Do I need to be registered to remortgage in Wales?

Lenders expect landlords letting in Wales to be registered with Rent Smart Wales and, if self-managing, licensed. Have the registration number ready.
